I can't figure out how to cut tree, grow wheat, harvest wheat, or patrol. It lets me select these options and then I get a cross hair moving around, but no action comes from it.

In the early stage of the game, you have to do the tasks (cut trees, harvest wheat, etc.) by yourself.
To do so, on in front a tree (for example). You should see "[Action] To Cut tree 20/20". Now press and hold the "Action" button. Your character will start cutting the tree.
In the general case, when you go in front of any object/entity, you will see an icon "Action" followed by the action you can do.
Later in the game, you will have little "workers" that will help you with these tasks.
The menu you described is the menu to communicate with them. Therefore, unless you have at least one worker with you, this menu doesn't have any effect.
However, it can be used in multi players game to communicate with other players.
